The useful question is which gate failed: the payment method, the advertiser-account review, the billing model, or the account's region and ownership.
Use the decision tree below before you make another attempt. It keeps a temporary card decline separate from an account that TikTok has not approved yet.

Start by identifying the failed gate
Check the exact status in Ads Manager before changing anything.

TikTok treats account approval, business verification, payment setup, and ad review as separate checks. A successful card authorization does not mean the advertiser account or its first ad is approved.
If the TikTok payment method was declined

If the payment method saves but funding still fails, capture the exact error text, timestamp, advertiser account ID, and the last four digits of the method. Never send a full card number or security code to a teammate or support contact.
If the account is not eligible to bill yet
An account that is under review, missing documents, or showing inconsistent business details may not be ready to accept spend. Compare the legal business name, registration or tax details, address, website, country or region, currency, and time zone with the records submitted during setup.
TikTok's account setup guidance notes that most advertiser-account decisions take less than 24 hours, while business verification can take up to two business days. Those are typical guidance windows, not a guarantee. Wait for the official status and use the review path in Ads Manager if the window has passed.
Do not use a target market as a substitute for the legal registration country. The account's region and ownership determine which payment options are available. If a client owns the advertiser account, the client or its Business Center Admin should complete the billing change; an agency relationship does not create approval or credit automatically.

Check the billing model and balance
TikTok can offer different billing options depending on the advertiser, market, and account history. Manual payment uses a prepaid balance. Automatic payment charges an eligible method at a threshold or scheduled date. Monthly invoicing uses an approved credit line and is limited to eligible businesses.
If the billing model is unavailable or misconfigured, TikTok Ads payment failed can appear even when the card itself is valid.
Before switching, read TikTok's billing options and billing option change policy. The direction matters: manual can move to automatic or monthly invoicing, and automatic can move to monthly invoicing. TikTok does not support moving automatic or monthly invoicing back to manual. Choose the model your finance owner can operate, not the one that looks fastest on the setup screen.
For manual payment, confirm the available balance covers the planned spend and any required minimum. For automatic payment, check the outstanding amount, billing threshold, and whether the method is still valid. For monthly invoicing, confirm that the credit line is approved for this exact business and region; an agency label alone is not enough.

Retry in a controlled order
Use this sequence so every change has a clear purpose:
- Record the exact error and account status.
- Confirm country, currency, time zone, and legal owner.
- Resolve pending review or verification issues.
- Ask the bank about the specific payment decline.
- Check balance, threshold, or invoice eligibility for the selected billing model.
- Retry once, then stop if the same error returns.
- Escalate through TikTok support with the evidence you recorded.
