What is a TikTok Top View ad?

TikTok's current TopView specifications allow 5-60 second Non-Spark and Spark Push videos, recommend 9-15 seconds, and call for vertical 9:16 creative of at least 540 x 960 pixels.
This is reservation inventory built for launches, major moments, and predictable reach. TikTok says it is sold on a CPM basis with purchased impressions guaranteed. Creative is pre-reviewed, generally within two days after submission, and cannot be changed after preloading or launch.
There is no verified universal dollar minimum for a TikTok top view ad. TikTok says minimum spend varies by market. Some markets use sales-representative rates; qualified customers in some available markets can see a dynamic CPM in the TikTok Ads Manager Campaign Forecaster. Date, market, inventory, and customer qualification all affect access and price, so an agency estimate is not an official global floor.
How Auction In-Feed works
In-Feed ads use the self-serve auction. They appear in the feed and can use either uploaded Non-Spark creative or a Spark post. The campaign objective, audience, bid strategy, and optimization determine delivery.
TikTok's current budget rule says a campaign daily or lifetime budget must exceed $50, while an Ad Group daily budget must exceed $20. An Ad Group lifetime budget is calculated as scheduled days multiplied by $20. These are creation thresholds, not a promise that a thin budget will generate stable CPA or ROAS. Spark Ads are a format, not another placement
Spark Ads use a brand's connected post or a creator-authorized post while preserving the original identity. Paid views, comments, likes, shares, and follows accumulate on that post and account. Spark follows the budget, bid, objective, and audience of the compatible campaign carrying it; it is not a separate auction engine and has no separate Spark spending surcharge.

TopView and conversion ads can work together for a mature launch: buy reach separately, then use In-Feed, Spark, or Shop campaigns to capture demand. Keep the budgets and scorecards separate. Last-click ROAS alone is not a fair judgment of reserved brand reach.

What should TikTok Shop sellers choose?

A practical SMB testing path
Treat the numbers below as test design, not TikTok promises:
- Pre-screen creative: Run one Ad Group at $30-$50 per day for 3-5 days with 3-5 meaningfully different creatives. The $90-$250 total can compare CTR, CPC, watch, and landing-page signals, but cannot prove stable CPA or ROAS.
- Run a focused conversion test: Use 1-2 Ad Groups at $50-$75 per day for 5-7 days. A $250-$1,050 total should test only one or two clear hypotheses.
- Seek a more readable first result: Use 2-3 test cells at $50-$75 per day for 5-7 days, or roughly $500-$1,575. This is better suited to sellers with pixel or Shop signals and a defined target CPA.
Do not split a small budget across many Ad Groups sitting just above $20 per day. Test fresh assets as Non-Spark, then move proven organic or creator posts into Spark.
